Zener shunt regulator is the most primitive & basic type of regulator among all voltage regulators.
It just needs one zener diode & a load resistance (input voltage source & source resistor are also important.)
Steps to design a zener shunt voltage regulator.
1. Estimation of limits of Rs(max) & Rs(min), for selection purpose.
2. Estimation of load resistance, along with selection of zener diode.

Values that you have to select according to your purpose & requirement are:
1. Vo – output voltage.
2. Vin – input voltage.
3. valuse of Iz(min) & Iz(max)(according to data sheet of zener diode you’ll choose).
4. The maximum & minimum values of the load current is to be decided by you.

AS we know Vz = Vo, that means we have the value of Vz.
For there we have to choose the zener diode with breakdown equal to Vz.
And after selecting the model number, you just have to check the minimum & maximm current ratings of that zener.
From there you’ll get your values of Iz max & min.
